admin page downloads shows yellow warning symbol at status. [closed]

I'm puzzled why some download elements  have a green checkbox and some have the warning symbol. What does it mean?

Click on edit mode, there is field status. Check what you have there.

it should be download_active field, I can't find difference for active statuses.

Indeed... If it is set to active with no download limit then you get the warning symbol... But what is a download limit? The amount of times software might be downloaded?
