Can admin only create accounts?

Hello. Can only admin create accounts and registration can be closed?

Due to excessive spambot registrations from free email providers (including protonmail), I have added these to the blocklist indeed. I can whitelist you if you want. Please find me on Gitter and I'll add your emailaccount.

Double to ask question it seems:

a) only admin can
b) others besides  admin

a) yes

b) yes, when added as an administrator with fewer privileges.

Registration: yes ; dismiss sign up link ;  and change admin/prefs  user registration ( keep login available) MIND! using social might interfere with what you want (guessing here).
