When receiving an error like this - Allowed memory size of 67108864 bytes exhausted (tried to allocate 12288 bytes)

Can this be prevented by making changes to a php.ini file, some other setting or is it more of a hosting issue?

Both can help (access to php ini yes and.. for host if allowed some setting like > php_value memory_limit 128M put in htaccess may help. Just remember : it is hiding something that way, not a solution for the problem (eg plugin code needs rewrite)
it sometimes happens with e107 debugger and all details set ON.
